"Plankton Guy" is a biological oceanographer with the National Marine Fisheries Service (NMFS),
a branch of the National Oceanic & Atmospheric Administration (NOAA).   His day job is the

Coastal & Oceanic Plankton Ecology, Production & Observation Database (COPEPOD).

NMFS-COPEPOD

is a global-coverage database of historical and recent plankton abundance, biomass, and composition data.   A large part of this effort involves "Historical Plankton Data Search & Rescue", digging through institutional archives and records looking for old plankton reports and data tables, having them key-entered and returning them to the public.
